Joshua's promoter Eddie Hearn previously suggested that a contracted clause ensured the fight must be held on British soil.
But now, The Athletic have reported that Vegas has emerged as the frontrunner, with the MGM Grand Arena one option.
Any bout outside of the United Kingdom would be a bitter blow to fight fans, who would have hoped for a domestic contest.
Both Joshua and Fury are set to take tune-up bouts between July and August, with the former facing Kristian Prenga in Jeddah.
