The star rubber-stamped his place as the WBA kingpin with a sixth-round stoppage against Peter Kadiru on Saturday night.
Victory means he is one of the sport's three current major champions following Oleksandr Usyk's decision to vacate at the top.
WBC holder Kabayel is plotting a first defence, while Dubois is due to entertain a rematch with ex-WBO holder Fabio Wardley.
But Gassiev is in the mix, with IBA President Umar Kremlev telling The Ring: "We love the opportunity of a title unification fight.
"Our next step is Germany and the UK to fight against Kabayel and Dubois. The best need to fight the best and defend their titles."
Gassiev's next move had been mooted as a potential bout with Moses Itauma, who remains a leading contender with the WBA.
The Briton, due to face Filip Hrgovic next month, has options elsewhere however, and could pursue the vacant IBF strap instead.
