With most of the major free agency signings completed and the NFL Draft fast approaching, the league's power hierarchy is starting to take shape ahead of the 2025 campaign.

DAZN News breaks down how those moves have impacted the pecking order so far in the off-season, ranking teams from best to worst based on their current rosters at hand.

1. Philadelphia Eagles

The Eagles lost several key starters in free agency, including Milton Williams, Josh Sweat, Darius Slay, Mekhi Becton, and C.J. Gardner-Johnson.

However, they remain atop the power rankings because they have several young players ready to step up in the absence of those who have departed their ranks.

Retaining elite talents such as Zack Baun and Lane Johnson should ensure the reigning Super Bowl champions remain in contention for the biggest prizes in 2025.

2. Kansas City Chiefs

Trading Joe Thuney to the Chicago Bears leaves a gaping hole in the heart of the Chiefs' already beleaguered offensive line, one they could struggle to fill. 

Time will tell whether they overspent on left tackle Jaylon Moore too, but beyond Thuney, the key contributors remain with the team for 2025.

Patrick Mahomes will be looking forward to having Rashee Rice back in the fold to pair alongside ascending talent Xavier Worthy, who impressed last term.

3. Detroit Lions

Despite relatively little activity in free agency, the Lions will be a force to be reckoned with in 2025 because of the talent returning from injuries.

Aidan Hutchinson was arguably the best defensive player in the league through the first month of the 2024 season. Adding him to a team that lost only two games in the regular season gives them every chance to reach the playoffs once again.

4. Baltimore Ravens

Retaining the services of left tackle Ronnie Stanley was the Ravens' most important moves in free agency. Stanley allowed only two sacks in 2024 and is a critical component in the Ravens' offensive game plan.

New signing DeAndre Hopkins has been a shadow of his former self in the past two seasons and is unlikely to post gaudy numbers in Baltimore's run-first offense. Still, he will provide talismanic quarterback Lamar Jackson with a reliable veteran presence as a reliable third or fourth option in the passing game.

5. Buffalo Bills

The Bills invested heavily in adding Joey Bosa, Michael Hoecht, and Larry Ogunjobi to a defensive line already comprising Ed Oliver, Greg Rousseau, and AJ Epensa.

Replacing Mack Hollins with Josh Palmer and extending Khalil Shakir means 2024 MVP-winning quarterback Josh Allen has talent at his disposal.

6. Minnesota Vikings

One of free agencies biggest spenders , the Vikings made significant improvements on both sides of the ball.

The additions of Will Fries and Ryan Kelly should help to improve an offensive line that was exposed by the Los Angeles Rams in the wild-card round.

Signing Jonathan Allen and Javon Hargrave to a defensive line already featuring Jonathan Greenard, Andrew Van Ginkel, and 2024 first-round pick Dallas Turner could provide Minnesota with the best defensive line in the league.

The quarterback position is the biggest question mark facing the Vikings heading into next season because 2024 first-round pick J.J. McCarthy is unproven. If Minnesota signs Aaron Rodgers, they may rise in these rankings.

7. Washington Commanders

Washington architected an incredible turnaround in 2024, spearheaded by the performances of Offensive Rookie of the Year Jayden Daniels.

Boasting a healthy amount of cap space entering free agency, the Commanders added impact players, including left tackle Laremy Tunsil and wide receiver Deebo Samuel, to an already talented offense.

The loss of Jonathan Allen will be mitigated by the progress of Jer'Zhan Newton and the signing of Javon Kinlaw, ensuring Washington's defense remains competitive.

8. Tampa Bay Buccaneers

Surprisingly, the Buccaneers retained Chris Godwin in free agency and now boast an impressive trio of wide receivers, including Mike Evans and ascending talent Jalen McMillan.

Persuading Lavonte David to continue his NFL career was a critical move considering how reliant the defense still is on his reliable, veteran presence in the heart of their defense. Adding Hasson Reddick should improve a lacklustre pass-rushing unit.

9. Denver Broncos

Bo Nix and the Broncos' offense exceeded expectations in 2024, but they lacked a capable pass-catching tight end. They addressed that need in free agency by adding Evan Engram.

As impressive as Denver's defense has been in recent years, linebacker was a position of weakness even with Alex Singleton set to return from injury. Adding former San Francisco 49ers linebacker Dre Greenlaw could prove to be a masterstroke if he can return to his pre-injury form.

10. Cincinnati Bengals

Extending Ja'Marr Chase and re-signing Tee Higgins was a huge bonus for Joe Burrow and the Bengals' offense.

Chase, Higgins, and tight end Mike Gesicki will provide Joe Burrow with the receiving talent he needs to create a high-powered offense.

However, this ranking is contingent on the Bengals' finding a way to keep Trey Hendrickson from departing. Even then, they need an infusion of defensive talent in the NFL Draft.

11. Los Angeles Rams

The Rams avoided disaster by ensuring Matthew Stafford remained with the team for another year, and they ensured he would be well protected by extending ascending left tackle Alaric Jackson.

Replacing Cooper Kupp with Davante Adams and retaining the services of Tutu Atwell should help ensure the Rams' offense remains explosive.

12. Green Bay Packers

Green Bay made very few moves in free agency, preferring to invest a significant amount of money in just a handful of players.

The large contracts given to Aaron Banks and Nate Hobbs will be heavily scrutinized if either player fails to improve on what were underwhelming performances for their former teams in 2024.

The Packers' fortunes may be dictated by their ability to develop or find more talent at wide receiver. The uncertainty of cornerback Jaire Alexander also hangs over the team.

13. Los Angeles Chargers

It was a disappointing free agency for the Chargers, who, beyond signing guard Mekhi Becton and running back Najee Harris, failed to sign any big names to address positions of need.

The Bolts' offense has several talented pieces in Justin Herbert, Ladd McConkey, Harris and one of the best offensive tackle duos in the league, but there are question marks at all other positions.

On defense, cornerback is a major concern, especially in a division which now comprises three capable or better passing attacks.

Extending Khalil Mack was shrewd, but it remains to be seen whether Tui Tuipulotu is ready to shoulder a heavier load following the departure of Joey Bosa.

14. Chicago Bears

Inconsistent quarterback play and a porous offensive line resulted in a disappointing 2024 season for the Bears, and this ranking is contingent on their ability to perform better in both departments.

Caleb Williams should improve under the tutelage of offensive wizard Ben Johnson , who joined as the new head coach.

Chicago's offensive line should be much improved after adding Joe Thuney, Drew Dalman, and Jonah Jackson in free agency.

15. Pittsburgh Steelers

D.K. Metcalf was a major addition for the Steelers, who will pair with George Pickens to provide the Steelers with one of the most talented wide receivers duos in the league.

However, we still don't know which quarterback will lead Pittsburgh's offense in 2025. Rumours are circulating that it could be Aaron Rodgers.

New signing Darius Slay will undoubtedly help the Steelers secondary if can sustain the form which helped the Eagles win Super Bowl LIX.

16. Seattle Seahawks

The Seahawks offense will look very different in 2025 following the departure of quarterback Geno Smith, and wide receivers D.K. Metcalf and Tyler Lockett.

Seattle's season will depend on how quickly Sam Darnold and the other new offensive additions can hit the ground running.

There will be more continuity on defense after linebacker Ernest Jones signed a three-year deal .

17. Houston Texans

Laremy Tunsil committed too many penalties in 2025, but as a pass-blocker, his talents were undeniable.

Trading Tunsil to the Commanders for a meagre fifth-round pick will compound the problems the Texans had protecting C.J. Stroud in 2024.

Acquiring C.J. Gardner-Johnson will improve an already impressive Houston secondary featuring Pro Bowl cornerback Derek Stingley Jr., who was signed to a well-deserved mammoth extension.

18. San Francisco 49ers

San Francisco lost several key contributors, including Deebo Samuel, Dre Greenlaw, Charvarius Ward, Talanoa Hufanga, Javon Hargrave, and Talanoa Hufanga.

The 49ers must develop younger players and ace the 2025 NFL Draft if they are to have any hope of reaching the playoffs.

The return of Christian McCaffery will add a much-needed boost to the 49ers' offense.

19. Dallas Cowboys

Dak Prescott's return from injury will help the Cowboys' offense which still features elite wide receiver CeeDee Lamb, but the good news stops there.

Zack Martin's retirement leaves the Cowboys' offensive line in disarray and in serious need of retooling.

Extending ascending talent Osa Odighizuwa will help the Cowboys' defense, but the unit will still be too reliant on the playmaking ability of Micah Parsons.

20. Arizona Cardinals

Josh Sweat brings some much-needed pass rush ability to the Cardinals' defense, and the Cardinals deserve credit for addressing what was arguably their biggest offseason need.

However, the defense is still a weakness and may continue to struggle in 2025. 

The outlook is better on an offense which comprises potentially elite talent such as Marvin Harrison and Trey McBride.

21. Atlanta Falcons

The Falcons have reason to be optimistic about the team's fortunes with quarterback Michael Penix Jr. leading an offense comprising Drake London and Bijan Robinson.

The departure of Drew Dalman was arguably a more significant loss than that of Grady Jarrett, whose play had declined in recent years.

Adding accomplished pass rusher Leonard Floyd will help the defensive unit. Unfortunately, they made very few other additions in free agency who could make a sizeable impact.

22. Miami Dolphins

The Dolphins' offense will be boom or bust in 2025, heavily dependent on the health of quarterback Tua Tagovaiola .

Miami could surprise many people if Tagovaiola can endure a full campaign, new signing James Daniels impresses, and left tackle Terron Armstead chooses not to retire.

Losing Jevon Holland will have an adverse effect on the Dolphins' secondary unless new addition Ifeatu Melifonwu exceeds expectations.

23. New York Jets

On defense, the Jets boast more talent than this position in the rankings suggests. Quinnen Williams, Jamien Sherwood, Quincy Williams, Will McDonald and Co. will be joined by new signings Andre Cisco and Brandon Stephens.

However, it seems only fair to expect new quarterback Justin Fields and the Jets' offense to be inconsistent in 2025.

24. Indianapolis Colts

Anthony Richardson will compete with new signing Daniel Jones for the right to the starting quarterback job, and how the eventual victor performs will dictate how the Colts fare in 2025.

Unfortunately, losing key offensive linemen Ryan Kelly and Will Fries may lead to struggles in protecting whoever the Colts choose as their signal-caller.

Additions such as Cam Bynum and Charvarius Ward should combine with cornerstones such as DeForest Buckner and Nick Cross and emerging talents such as Laiatu Latu to improve the defensive unit overall.

25. Las Vegas Raiders

Signing Geno Smith will undoubtedly help a Raiders offense which struggled in 2024, and the possibility that Smith could elevate Brock Bowers to greater achievements is exciting.

Extending Maxx Crosby was far more important than retaining the services of linebacker Robert Spillane, Nate Hobbs, or even Tre'Von Moehrig.

Crosby will welcome the return of Malcolm Koonce from injury, and new addition Jeremy Chinn adds punch to the Raiders' secondary.

26. Carolina Panthers

Adding Moehrig to the secondary was a good move, and the Panthers invested significant money in extending Jaycee Horn even after a subpar season.

The way quarterback Bryce Young finished 2024 provides hope for improvements on offense, but the Panthers are still devoid of talented pass catchers.

27. New England Patriots

Milton Williams and Carlton Davis should bring about improvements to the defensive unit under new head coach Mike Vrabel.

Harold Landry is an overachiever, but instantly becomes the most accomplished edge rusher following his acquisition.

How Drake Maye fares with an underwhelming group of pass catches will be the biggest determining factor for the Patriots in 2025.

28. New Orleans Saints

The Saints were restricted to very few moves in free agency due to a limited amount of cap space. However, the moves they made should help improve their fortunes.

Justin Reid is a capable safety who should instantly help improve New Orleans' secondary. Key contributors Chase Young and Juwan Johnson were retained.

The return of Derek Carr will be a major boost for a Saints team who struggled in his absence. Even so, this is a team which will likely struggle in 2025.

29. Jacksonville Jaguars

Getting Trevor Lawrence back from injury will help a Jaguars' offense which features some talented wideouts in the sensational Brian Thomas and late-season bloomer Dyami Brown.

Unfortunately, despite adding Eric Murray and Jourdan Lewis in free agency, the Jaguars' defense lacks quality depth.

30. New York Giants

Signing safety Jevon Holland was a smart move, and adding cornerback Paulson Adebo could prove shrewd if he can recapture his 2023 form.

Still, the uncertainty around who will be playing quarterback must be addressed. It would be a huge shame if Malik Nabers' abilities were to be wasted in his second year.

31. Cleveland Browns

Signing elite edge rusher Myles Garrett to a blockbuster extension will certainly help the Browns' defense.

As impressive as he has been throughout his career, Garrett cannot do it alone, and there are several holes on the Browns' defense.

There are also major question marks on offense, starting at quarterback. Even if they were to find a bridge option, the Browns' offensive line is not in good shape.

32. Tennessee Titans

Adding veteran guard Kevin Zeitler was a wise move, but it falls woefully short of providing the Titans with the difference-makers they need to challenge in 2024.

The Titans have some standout talent on the defensive line, including Jeffery Simmons and T'Vondre Sweat. Still, their edge rusher group is weak following the departure of Harold Landry, and their is devoid of talent outside of L'Jarius Sneed.

The Titans did not address their quarterback in free agency, suggesting they will be selecting Cam Ward with the first overall pick. Despite his talents, and like most rookie signal-callers, Ward's season will more than likely be inconsistent.
